Description:
Samuel Rivas, a 39-year-old Hartford man who acknowledged taking phencyclidine (PCP), is accused of attacking a West Hartford police officer and an elderly woman in the Price Rite grocery parking lot. Body camera footage showed Rivas hitting the officer, and witnesses said he was acting strangely. Until more cops could arrive, a good samaritan helped the officer detain Rivas. Rivas was charged with many offenses, including assault on an officer and second-degree assault on an elderly person, after being taken to the hospital for injuries he had incurred before the incident with police. The Good Samaritans were honored by the West Hartford Police Department for their help.
