Francisco Portillo, 20, was the target of a Fresno sheriff's deputy's pursuit on Saturday, March 20. The young man started a chase after being apprehended for driving recklessly. The officer chose to let him go because he thought it would be too risky to follow him. Francisco Portillo, however, was unaware of this.
